Systems Engineer - Communication Technologies, was born in Nice and is of French nationality. His professional career has spanned many a development in the technical/digital world of tv. One of his most recent projects has been the study of, putting into place and the launching of Libertytv.com, the first multimedia business application (tourism) using digital television by satellite and internet.
Jean-Marc has over the last few years been very much involved in digital/satellite developments in relation to television and radio applications, including, for example, the Digital « Bouquet » project 24 Programmes in collaboration with DirecTV.
As Technical Director over a period of 10 years with the AB Group, he was responsible for several of its subsidiary companies: this group, among its «firsts», was the first digital platform and private satellite operator in France, owning and operating its broadcast equipment - the Olympic Games in January 1996.

With a team of 293 employees he is the regulator responsible for the drafting and implementation of legislation in the telecommunications sector as well as for radio and television. He is also responsible for management of the frequency spectrum and for supervising the performance of licensees.

Murat Kunt was born in Ankara, Turkey, on January 16, 1945. He received his M.S. in Physics and his Ph.D. in Electrical Engineering, both from the Swiss Federal Institute of Technology, Lausanne, Switzerland, in 1969 and 1974 respectively.
From 1974 to 1976, he was a visiting scientist at the Research Laboratory of Electronics of the Massachusetts Institute of Technology where he developed compression techniques for X-ray images and electronic image files. In 1976, he returned to the Swiss Federal Institute of Technology (EPFL) where, presently, he is Professor of Electrical Engineering and Director of the Signal Processing Laboratory, one of the largest laboratories at EPFL. He conducts teaching and research in digital signal and image processing with applications to modeling, coding, pattern recognition, scene analysis, industrial developments and biomedical engineering. His Laboratory participates in a large number of European projects under various Programmes such as Esprit, Eureka, Race, HCM, Commett and Cost.
He is the author or the co-author of more than two hundred research papers and fourteen books and holds three patents. He is the Editor-in-Chief of the Signal Processing Journal and a founding member of EURASIP, the European Association for Signal Processing. He serves as a chairman and/or a member of the Scientific Committees of several international conferences and in the editorial boards of the Proceedings of the IEEE, Pattern Recognition Letters and Traitement du Signal. He was the co-chairman of the first European Signal Processing Conference which was held in Lausanne in 1980 and the general chairman of the International Image Processing Conference (ICIP'96) held in Lausanne in 1996. He was the President of the Swiss Association for Pattern Recognition from its creation till 1997. He consults for governmental offices including the French General Assembly. He received the gold medal of EURASIP for meritorious services and the IEEE ASSP technical achievement award in 1983 and 1997 respectively.

Upon his return from AMSTERDAM (1991), where he directed the FLEMISH CULTURAL CENTRE "De Brakke Grond" for almost 10 years, Mr LEROUGE was appointed Inspector-General of the new Media Directorate and ad interim Director-General for Permanent Training and Education at the Ministry of the Flemish Community.
Especially devoted to developing international relations, Walter LEROUGE was appointed representative to the intergovernmental multilateral authorities for the audiovisual, media and mass communications by the Flemish Government.
At the level of the EUROPEAN UNION, Walter LEROUGE has been a member of the Media Committee and the Group of Experts on Culture-Audio for the Council of Ministers for over 10 years.
He is also a member of the Management Committee of the pan-European co-production fund EURIMAGES at the COUNCIL OF EUROPE and of the Executive Council of the EUROPEAN AUDIOVISUAL OBSERVATORY, both in Strasbourg.
As a national coordinator and president of the Management Board of AUDIOVISUAL EUREKA, he was one of the founding fathers of the organization he will be leading.
Last but not least, he coordinates the professional jury which annually selects the Belgian competitor for the AWARD FOR BEST FOREIGN LANGUAGE FILM.

He stuck ANEM posters with critical message about press freedom on the windows of the station, and was arrested by the Secret Police on April 12, 1999.

He is Writer/Director/Narrator of "Destination: Malta", "Cities of the World: Valletta", "World Discoveries: Calypso's Isle" and "World Discoveries: BirguFest"; he also provides the narration for the 3 series: "Cities of the World", "World Discoveries" & "Destinations".
From 1988 to 1996 he was a faculty member at Art Center College of Design (Europe).
At present he is a member of British Actors' EQUITY (UK);

Broadcaster/educator with the Ministry of Education & Broadcasting in Malta.
Over 30 years' experience in producing and presenting cultural and educational broadcasts for Malta's Public Broadcasting Service (which runs both public radio and television), where he also sits as Director on the Board of the Company; and for Education 22, the cable national education channel, which he heads and established for the Ministry in 1996.
Mr Xuereb regularly writes journalistic articles for the press, produces a weekly radio programme in French for overseas listeners for the Voice of the Mediterranean within the Ministry of Foreign Affairs and is a television consultant with Audiovision Production Ltd, the largest independent media producer on the Island.
On the international scene Mr Xuereb is the national coordinator for Malta on the EuroMed project for CapMed, an archives data bank from the Mediterranean, and represents Malta on the Centre Mediterraneen de la Communication Audiovisuelle (including Copeam), both based in Marseilles.
He frequently attends various European and international forums related to the media.
